Founded by Baron Kildaer and his wife, former sea-faring citizens of Old Luskan, no one quite knows how New Luskan came to be. It is rumoured that the Barony was established long before the Founder's Falls, but only the original citizens of this port-city know for sure.
The City now lies in ruin, it is widely held that some form of Baneite curse, that allowed a rift between the material and the Negative energy plane allowed dark energy to seep through the town in the wake of the scourge invasion. At first this took on the form of a plague, killing what few citizens stayed behind. Later those that fell in the wake of the Scourge attack were brought back from the dead and serve as marauding undead guardians to the town.

The Barony of New Luskan was controlled by Baron Kildaer and Baroness Kildaer, and their advisors in the Synod's Seat. The Scourge War changed the shape of the Barony and the Synod though, and there were fewer Synod members prior to it's fall. The last offical Baron was Rawn Smelter Kinkaid before his departure and condemnation of the town. Laws were enforced the the New Luskan Military and select members of the New Luskan Militia.

Upon entering New Luskan one is to abide by all laws of New Luskan. If not willing to cooperate with the Baron, Baroness, Council or the guards of New Luskan a fine/tariff/loss of freedom shall be enforced by New Luskan.
I. The Baron & the Baroness' word is Law - no questions asked.
II. Sedition & Treason & Conspiracy - Any attempt at sedition and on-going treasonous talk, the act of sedition or treason, or conspiring against the Baron and his rule carries a punishment of death and removal from New Luskan.
III. Disturbing the Peace - Any activity within the town of New Luskan that in some way disrupts or disturbs the town will result in a 1,000 gold fine.
IV. Resisting Arrest - Resisting arrest is punishable by an arena combat session with an opponent of the Baron, Baroness, Chamberlain, or Council Member's choice.
V. Founders Falls Guards - No member of the Founders Falls Guards/Knights of the Shield are allowed in town wearing their uniforms. Failure to remove uniform will result in a 1,000 gold fine and questioning by the Baron or Baroness.
VI. Anyone caught in the New Luskan Crypts will be killed on sight.
VII. New Luskan asks its citizens to provide a small monthly tariff to help maintain the town. Failure to pay the tariff within the allotted time will result in action being taken, this action will be an arena combat session with an opponent of the Baron, Baroness, Chamberlian, or Council Member's choice.
VIII. Those who do not reside within New Luskan are asked to pay a small merchant fee for use of our excellent merchants & access to their wares.
- Tax Evasion - Failure to pay taxes on first offense will result in a fine equal to double the tax and a warning. Failure to pay on the second offense will be a fine triple to the tax and 24 hours (IG) in a cell. Failure to pay taxes on the Third offense will be a fine equal to five times the tax, one week(IG) in jail, and exile from New Luskan.
- Services of lascivious virtue - All women or men of lascivious virtue who sell their own flesh are to pay a tax of 500 gold per week((RL)) to the Barony. For their contribution to the Barony, they will receive an examination by a healer in service of the Barony, to ensure the public health. Reporting to a healer in service of the Barony once per week, is mandatory. Those who fail to pay the tax or report to a designated healer will make restitution by servicing members of the armed forces of the Barony
IX. Those who choose to take up residence within New Luskan, as per recent decree, will have the builders tax waived.
X. Those who commit a crime and wish a trial, they must petition for one to the Baron, Baroness, Chamberlain, or Council Member. Only they can approve a trial.
XI. By order of Her Ladyship, Baroness Kildaer, it is decreted that, any assassination or hurting attempt taken on the Barony members, members of the Synod or their respective families shall be punished by immediate death having their corpses thrown outside the gates, for the dire animals to feed on them, if found guilty of any of these charges on court. In the extremly fortunate case those bodies are raised from the death, they shall be treated as banished from our noble city but, if they are caught again inside our walls, they shall be petrified to complete our nice statues collection of criminals. These meassures shall be applied also retroactively, meaning that all our past, present and future prisoners will be affected by it.
